US Navy Contracts Serco to Support Price Fighters Program

The United States Navy has awarded Serco a single-award indefinite delivery, indefinite quantity (IDIQ) Price Fighters contract. This $20 million contract calls for Serco to deliver cost, price, and engineering analysis with a one-year base period, three one-year options, and a six-month option period. Serco will also continue to provide engineering-based cost analysis for the Navy, Army, Air Force, and Department of Defense.

This will serve as part of efforts to negotiate lower prices on weapons systems and parts. The Price Fighters program is used to support federal government acquisition officials as critical procurement decisions are being made. Serco has been providing support for over 20 years and have saved over $1 billion in costs. In 1980, excessively priced spares led to the Secretary of Defense tasking the Department of the Navy to establish an organization for acquisition business management.

Created for the Navy, Department of Defense, and civilian federal agencies, this organization came to be known as the Price Fighters. Price Fighters perform several different types of cost, price, and engineering analysis on what they call “Should-Cost” analyses. The data they collect allow acquisition officials to make important procurement decisions to result in more effective program management.

Price Fighter services has since grown to include developing and analyzing Cost Estimating Relationships (CERs), Parametric Cost Estimation, Business Case Analysis (BCA), Source Selection Support, Navy Price Challenge Hotline, Proposal Evaluation, Litigation Support, Negotiation Support, Software Simulation Modeling, and management of the NAVSUP Facilities, Environmental and Safety Program.
